The mouse cursor does not land on the selected point

 

Summary

If you are trying to move a markup to a specific point but it does not land precisely where you want it, most likely you have the "Snap" function activated.

The Snap function forces objects to align vertically, horizontally, and diagonally to the nearest grid marker.

 

To deactivate it, simply unhighlight Snap from the Status Bar at the bottom of your screen.

You can also customize your Snap properties from Edit > Preferences > Grid & Snap.
